9.4.1 is a bugfix release with some minor bugfixes for 9.4.0

Changes

Fix sporadic failure of python RPC calls (mostly captive portal logins)
Add support for captive portal logins using non-ascii characters.
Fix Policy Manager Rules matching on pre-NAT (instead of post-NAT) destination information.
Fix blocking socket on IPSec SA negotiation, can cause DNS queries to hang.
Fix some global safelist editing issues in UI (#10851)
Add WAN up/down events to WAN Failover
Fix various small memory leaks related to parse exceptions.
